I don’t think FA bans are good enough as the user can simply make a new account.
Paypal (or whatever payment method used) needs to have a policy where you can only refund transactions so many times before your account is locked out from making any more. The only two reasons a person would refund multiple transactions are either due to a comprised account, or the user committing acts of Fraud.

Have a thought. Reposting their 'requested ' art with the words 'Scammed Art' or something similar on it and then sharing it that way. The idea being that as that goes out, everyone knows what art work you were scammed over and could ... discourage the original scammer from being able to post or share it without drawing attention to who they are..
