It doesn't snow in New Orleans. That's just not something that happens, yet the snow fell all the same one night, transforming the city into a surreal, almost dreamlike version what it usually is.
Though New Orleans has always had some innate magic to it, the snow amplified that magical energy to an extreme degree, granting an abstract and malleable magic power to those whose hearts lived in New Orleans. Those who were not in tune with the city wouldn't believe snow could happen in New Orleans and denied what they had seen with their very eyes. Eventually, they forgot the snow had even fallen.

But those touched by the magic didn't.

And they remembered when the snow fell again.

Snow would continue to fall and the out of tune would continue to forget, leaving the magic of the snow a secret to those who truly belonged to New Orleans. With every snowfall, they did what New Orleans does best: they danced, made music, cooked, made art, and partied all throughout the frigid city, getting together for massive events on snowy nights, a combination of sport, fight, and party with their magic powers to achieve things they'd never even dream of without the frost.
