On the first PC, create a cloud save, on the second PC, connect to the cloud using the account you created.
Do do that, in the game menu, press Play, then click on the "cloud save" button, then on the question "Do you want to create a cloud save" select YES, then select "I already have an account, and log in.
The game will then download you save from the cloud.

Your cloud save is hosted in the cloud, so it doesn't really matter. You can uninstall the game and install the new one. then reconnect the cloud save using you email adress. It will download your save and it should work just fine.
After purchasing the DLC, you can activate it in the game's options menu. click on Activate, and then on the "Get the code" button. it will open an itch.io webpage that will give you your unique activation code. then copy and paste it in the game.
