Does this mean If i have a game that fits the theme already, can I submit it?
Hi, no sorry, you can't submit a game that has already been made before the jam.
Rule 3 states "It is preferred that all assets are created during the 48 hour jam time", this includes full games too, I'll update this to make it more clear. Thanks!
