feat(wxcc): added agent outbound dial feature

This pull request addresses

• Implementation for the Agent Outbound Dialer.

by making the following changes

• New dialer file is added which makes POST aqm request and this is called from cc.ts, which has a public method.
• Added Sample Page changes (UI) to test it.
• Added Unit test cases
