The sensu server looks for keyword "filters" in the configs, not "filter". see: https://github.com/sensu/sensu/blob/master/lib/sensu/server.rb#L116 and: https://github.com/sensu/sensu-settings/blob/master/lib/sensu/settings/constants.rb#L3
