I've been using Github Pages for a few years now.
Suddenly, building & deploying my site with Github Actions stopped working.
The message is:
The job was not started because recent account payments have failed or your spending limit needs to be increased. Please check the 'Billing & plans' section in your settings.

I'm using a free account.
One week ago, it was working... I really don't get it.
The only recent change is that I started using Co-pilot today within Visual Studio Code.
Could it be the cause of this problem?
Any idea on how to fix it?

Same here, although I totally could believe I've hit the limit of 2000 action minutes... but "Usage this month" under "Billing and plans"/"Plans and usage" shows ... 0 usage. At all. Which is also impossible.

Oddly single-cell-data/SOMA CI runs OK; single-cell-data/TileDB-SOMA CI fails as described here.

Weird since billing is per-org not per-repo.

Began about an hour ago and is now persistent.

This is odd, because I just got this error on my free organization. The website says orgs get 2,000 free minutes / month. My usage report says I've used 100 minutes, and now I'm getting this error. And all the action does is just re-build github documentation through mkdocs.

Experiencing the same error in multiple public repositories (for example, https://github.com/crowdin/github-action/actions)

However, the last payment was successful and the current usage of GitHub Actions does not exceed 3000 minutes.

It still wasn't working for me this morning; I remove my payment information and re-entered it, and now it works (@joshuacwnewton fyi - https://github.com/axondeepseg/axondeepseg/actions/runs/13567863303). Hope the bug gets fixed for you all soon.

I just upgraded and double checked my online credit card statement, and GH billed me already, but my recently failed jobs (due to free over-usage) are still not running, for the same reason:

Try running your workflow again.

This morning I had a workflow fail due to this error. However, about 2 hours ago, my first successful workflow finished. And I just ran another workflow to test it, and that one ran as well.

Last month, i had actually used up my minutes. So i waited until this morning to retrigger the jobs that had failed. I verified in my dashboard that I have zero action minutes used this billing cycle. I retriggered the workflow and it's still giving me this error...

Mine did too.

It failed for over 24 hours, and now it works again as of this morning.

What gets me is the fact that I was using my own runner. So it shouldn't even trigger that check.

This failed for me too. Only occurring with runs-on: self-hosted.
It was successful when I pushed a test workflow with runs-on: ubuntu-latest

Free plan only with <$0.01 consumed usage

I have even deployed a second runner to double check the existing runner

Results in either the workflow hanging at status "Queued" or:

I submitted a ticket to Github, and their response was:

Thank you for reaching out to GitHub!

The engineering team is currently investigating an issue where Free organizations on the new billing platform are unable to use self-hosted runners without setting a budget. They are working on a fix, as Free users should be able to use self-hosted runners at no cost.

In the meantime, you can add a payment method and set a budget to use self-hosted runners. If you're billed on your next metered billing date, let me know, and I can arrange a refund for the budget.

On that note, mine ended up fixing itself about 4 days ago. Suddenly I got a notification on Discord that my workflow had ran successfully. So I went and manually activated another workflow, and it went through fine.

It shouldn't even be doing this. It should allow an organization to use their 2000 free minutes without any additional billing, and then stop allowing runners until an org owner adds a billing method and ups the budget.

Github should not be getting involved until that point. If you're going to allow 2,000 free minutes, then give them the free minutes. Don't start adding conditions of "We want your billing info first".

Tried again this evening (No changes made my end) and re ran a job and it worked perfectly normal....

Agreed that it shouldn't even be failing this way, its self hosted and never requires billing to even be set up at all, let alone provide that warning when there are available free minutes.

Edit: for me running the action as a throwaway organization worked, if you only need to run something once in a while try making a random org and forking there to run
