The goal here is to automate, and have better awareness over updates to our dependencies.

Looks like the bot needs special workflow permissions for PR creation.

Same. But if you set the workflow permissions to read-only and don't select the create/approve pull request button, it will fail.

I probably need to file a ticket for this.

Update: Nope, first let's try renaming the bot and see if that works. Filed https://gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/5649 .
