devtools Makefile check-docker fails in a container where systemd is not the init system #2341

The check-docker rule in the devtools Makefile uses systemctl to check if docker daemon is running.
This check might not be valid e.g. in a development environment running itself in a k8s POD where the docker daemon might be running in a sidecar container.
