Decision 2011/173/CFSP is part of the European Union’s (EU) common foreign and security policy (CFSP) toolbox, promoting the policy’s objectives by providing the legal basis for EU sanctions against any persons (individuals or entities) aiming to destabilise Bosnia and Herzegovina.

The persons subject to these measures are listed in the annexes to the decision. The Council of the European Union establishes the list and decides on changes to that list, following a proposal by an EU Member State or the High Representative of the Union for Foreign Affairs and Security Policy.
