Valuable insight regarding the latest VAMP changes from our SVP, Paul Wallerich.
When the notice came out regarding the most recent VAMP update, the old adage “The only constant is change” jumped to mind! For six plus months, acquirers and ISOs have been preparing their businesses and portfolios for a new Visa compliance structure they thought they understood. Strategic decisions were made, with capital and energy expended, to build sustainable business models for the future. Those plans are certainly being scrutinized this week with, I’m guessing, processing partners making phone calls to selected medium and high-risk merchants. There’s been a significant number of posts online asking legitimate questions about how this latest change will impact the acquirers, ISOs and payments commerce enablers who support and rely upon medium and high-risk merchants. Regardless of how Visa continues to adjust their compliance programs, one thing is clear: fraud is the new game in town. What still surprises me, after all this time talking about VAMP, is how little merchants know about fraud reporting and TC40 data. Other than merchant termination, every other solution to the issue of merchant fraud mitigation lies with the merchant. This is especially true for friendly fraud, the bane of most medium and high-risk merchants. So here’s the real question: given the current VAMP structure, how do we improve merchants’ (and the ISOs’) awareness of the benefits of fraud data ingestion? Here are my thoughts… ✅ Access – Any medium or high-risk merchant, from my experience, should absolutely be required to ingest fraud data from its processor or through Inform. In general, fraud data is relatively inexpensive so there are really no cost barriers to expanding merchants’ access to the data. 🛠️ Tools – ISOs and merchants need tools to analyze fraud data in relationship to their overall business. I’ve worked with partners and merchants alike that still rely on manual processes to aggregate data. Automation of these tasks by ISOs and merchants allows everyone to uncover, and solve, problems quickly before they become existential threats. 📊 Analytics – Just like for ISOs, where every merchant is different with respect to their fraud metrics, the same can be said for every merchant’s campaign, sku, offer, affiliate… the list goes on. Having the ability to surgically remove a disproportionate amount of fraud (e.g., rogue affiliate) from a merchant business while retaining maximum revenue is good for all parties. That doesn’t happen without a comprehensive view of all relevant data. Of course I’m selling a bit here, but as a recovering high-risk merchant who has since moved over to the payments side, I’ve fought all these battles.

🚨 VAMP Has Changed, Again. Are You Ready? 🚨 Visa just updated its upcoming Visa Acquirer Monitoring Program, and these changes will impact your compliance strategies starting April 1st. What changed? 🤔 Previously, TC40 fraud disputes that were mitigated through RDR and CDRN were excluded from your VAMP calculation. Now, they will NOT be removed from your VAMP calculation, putting additional compliance pressure on acquirers, ISOs and their merchants. This marks the second significant change to how the VAMP ratio is calculated since the beginning of the year. What does this mean? 🤷 Acquirers, ISOs, and their Merchants need to adapt fast to avoid penalties, protect revenue, and stay compliant. Even though there’s a three-month “advisory period”, Visa representatives advise that if you’re non-compliant during that time, the following month will count as “Month 4” of the program. That means fines and unwanted scrutiny.
