“The procedure for accepting construction projects into operation” article in the journal “Ecology at the Enterprise” No. 6, 2024 The June issue of the journal “Ecology at Enterprise” published a continuation of the article by 1AK-GROUP experts. In the article, Anna Kalinina Анна Калинина, environmental protection manager at Zubr Energy LLC, describes the procedure for accepting construction projects into operation, including: - the procedure for carrying out the administrative procedure for issuing a conclusion upon acceptance of a facility for operation (in terms of environmental safety) - an example of filling out an application for the issuance of a conclusion on the compliance of a construction project to be put into operation with permits and design documentation (in terms of environmental safety) is presented; - the procedure for formalizing the acceptance into operation of construction projects; - liability for violation of the procedure for accepting an object into operation. The article contains a checklist for preparing a construction project for commissioning and assessing its readiness and compliance with environmental safety requirements by the acceptance committee. Tackling Confirmation Bias in Environmental Management Roles As the construction industry evolves, the clarity of roles such as the Environmental Clerk of Works (EnvCoW) becomes crucial. Yet, confusion persists, often exacerbated by confirmation bias—our tendency to favour information that confirms our pre-existing beliefs. At recent workshops, like the one at the University of West of Scotland, it's clear that misinterpretations of the EnvCoW role are common, sometimes confused with Environmental Advisors or Ecological Clerks of Works (ECoW). This not only causes inconsistencies but can mislead regulatory bodies and affect project compliance. Confirmation bias can manifest in various ways: - Biased attention: Ignoring new data that suggests a need for change. - Biased interpretation: Viewing information through the lens of current beliefs. - Biased memory: Recalling only details that uphold our existing views. To combat this, it's imperative for impact assessment practitioners to clearly define and assign responsibilities. This ensures compliance and avoids conflicts of interest. Developers must understand and implement planning consents accurately, engaging environmental managers to coordinate efforts effectively. By acknowledging and addressing confirmation bias, and by strictly adhering to defined roles, we can enhance environmental management practices, leading to a more efficient, effective, and transparent construction industry.
