As renewables and oil and gas projects draw ever closer, procurement and contracting approaches in the two sectors are starting merge. Marc Penman and I take a look some of the issues a hybrid contracting model can address.

The CTBCM would be at risk if privatised monopolistic distribution setups like K-Electric persist. KE’s monopsony power can threaten competition, which is vital for a functional market. Distribution companies must be restricted to distribution; advancing their role in generation under CTBCM might be a disaster, and it will lead to market distortions and reduces efficiency. To realize CTBCM’s full potential, we must promote policies that foster competition in the distribution sector, driving efficiency and fairness for all stakeholders. The paradigm of big baseline builds is shifting to modular builds. I’m bullish on this modular approach for at least 3 reasons: 1) loss of institutional knowledge and skill sets. Skilled outage techs and engineers are in short supply and will need to be on and off a job ASAP in the new nuclear paradigm, 2) the funding model for new builds cannot support big baseline projects anymore. SCANA was relatively healthy and VC Summer bankrupted it. There aren’t more than two, maybe three, utilities in North America that can sustain the financial commitment for a baseline build, 3) the market profile for new nukes is no longer big, regional gencos powering homes, in fact it may be shifting away from that altogether. AI computing, corporate data centers, and an increase in semiconductor manufacturing all require continuous, dedicated, reliable, and most of all, the cleanest power (wave form, not energy source) possible. That comes better from localized sources, not remote baseline generating plants. IMHO, this adds up to modular design, modular licensing, modular funding, modular construction, modular/incremental capacity expansion, and modular outage management.

Yesterday, members of our regulatory energy group hosted a webinar on Connections Reform in the UK, following the release of the National Energy System Operator (NESO)’s latest round of consultation documents and its “Clean Power 2030” (CP30) advice to the UK Government on 5 November. These documents provide much needed detail on the Gate 2 process, including aligning the reformed connections process with CP30 and strategic energy plans. More consultation is needed on some key aspects, and more detail to follow, but the overarching design is thankfully becoming more tangible.
