PORAC (Peace Officers Research Association of California)’s report is right, something needs to be done and done now to address the Law Enforcement staffing crisis in California. With police staffing at 30 year lows and rural Law Enforcement agencies suffering greatly, if action isn’t taken there will be a significant negative impact on the safety each community and the State itself. Crime is already a growing problem in California and will get only worse with out the proper number of Officers to confront the criminals and protect and serve the public. While some politicians argue with the reports finding as they hide behind there agendas and activist talking points while burying their head in the sand to ignore the crime problem and police staffing issues, PORAC (Peace Officers Research Association of California) and Brian Marvel speak the truth. Law Enforcement Leaders must speak and speak out loud and often to the public about this current crisis and the long term effects it will have and push back on those who state there is not a staffing crisis. Law Enforcement Leaders must also be working in collaboration with each other and politicians that support Law Enforcement to develop strategies and plans and then take proactive action to address this staffing crisis. To truly make an impact on their profession, Law Enforcement Leaders need to have a strong understanding of Law Enforcement’s history. The good, the bad, the ugly, the amazing, the righteousness, and the evil. However, one of Law Enforcement’s dirty little secrets is our ignorance of our profession’s history and our failure to pass on lessons learned from one generation to the next. If we allow the legacies and lessons of great Law Enforcement Leaders like Commissioner Bill Bratton, Commissioner Charles Ramsey, Chief Edward Flynn, and Chief John Timoney to fade into history as we did Commissioner Lewis Valentine, Chief August Vollmer, and Chief Thomas Cahill we will be failing our profession. The Law Enforcement profession has been suffering heavily from a recruitment and retention crisis for the last 4+ years and many Law Enforcement Leaders have spoken about it repetitively. However, why is it only now that the main stream media is picking up on this? Maybe it is because community members across the nation, especially those in large cities, are more concerned for their safety and are in fear of crime more now that in the last 30 years and are speaking out against the anti-police/defund the police mantra that activists and many in main stream media have been pushing for years. Or, it might be that the main stream media sees that the defund the police movement has failed at everything except to demoralized current Law Enforcement Officers, keep good men and women from entering law enforcement, and to reduce public safety and they trying to distance themselves from their previous stand. Who knows? Historically, the LAPD has been understaffed per-capita when compared to the New York City Police Department and the Chicago Police Department but 8,800 is insanely low. Law Enforcement Leaders nationwide must continue to speak out regarding the recruitment and retention crisis in our profession. The staffing shortage in Law Enforcement continues throughout the United States having horrible effects on the agencies, its personnel, and the citizens they serve. For large agencies it is a hindrance to them providing certain services, but many small agencies are rapidly approaching the tipping point of becoming non-viable. The shooting of Sonya Massey... Serves as a tragic example of the troubling relationship between law enforcement and communities in the United States. Incidents like this raise critical concerns about police conduct, systemic racism, and the urgent need for comprehensive reforms in the justice system, when are we going to understand the atrocities committed is way beyond comprehension. Sonya Massey was unarmed... This African American woman whose life was abruptly ended due to police action. Her death is part of a broader pattern of police violence that disproportionately affects Black Americans. This pattern highlights deeply rooted issues within law enforcement agencies, including racial bias and a lack of accountability, luckily nowadays access to cameras is like a second eye in every case and nothing is hidden like before. This "evil attitude" often attributed to some police officers can be understood through several lenses. Firstly, there is a pervasive culture within many police departments that prioritizes aggression and views minority communities with suspicion, what could a woman with a pot of hot water do to two police officers standing a mile away? This culture is often reinforced by a lack of effective training in de-escalation techniques and community relations, leading to situations where officers react with excessive force. Moreover, the legal protections afforded to police officers frequently prevent them from facing consequences for their actions. Qualified immunity, a legal doctrine in the United States, shields officers from liability unless they violated a "clearly established" statutory or constitutional right, well this time it's on camera!! This will makes it exceedingly difficult for victims of police violence to seek justice, thereby perpetuating a cycle of impunity and mistrust. The militarization of police forces, driven by the availability of military-grade equipment and a mindset that views citizens as potential threats, exacerbates the problem. This militarized approach is particularly detrimental in minority communities, where historical and ongoing discrimination already strains relationships with law enforcement. Reforming police practices is essential to addressing these issues. Solutions include implementing more rigorous training focused on bias reduction and conflict resolution, increasing community oversight of police actions, and revising legal standards to hold officers accountable for misconduct. Additionally, there must be a concerted effort to demilitarize the police and foster a culture of service rather than control. The death of Sonya Massey and others like her calls for a national reckoning with the role of policing in society. It is imperative to dismantle the structures that enable police violence and build a system that truly serves and protects all communities, ensuring justice and safety for everyone. No one should die like this in 2024 this is simply an outrages.

You can provide Law Enforcement Officers all the de-escalation training in the world as well as create whatever policies, procedures, protocol, and even laws saying that Officers need to try to de-escalate situations. However, the only person that determines if a situation can be de-escalated is the suspect the Officers are encountering. If the suspects words and/or actions show they do not want to de-escalate, there is nothing an Officer can do nor is there any magic words, tools, or trainings that will change that. The Officer in this situation must do what is necessary and right to protect the public and themselves from the threat the suspect is causing. If the suspect can be de-escalated great. If they can not, the Officer needs to be ready to end the threat. Since this is not a complicated concept, you would think this would be common sense. My thoughts on small police agency recruitment. Our agency managed 9 years without a vacancy. How can we make smaller agency positions more appealing? Does the quality of life within the agency or the community play a role? My opinion on Small Law Enforcement Agency Advantages/Disadvantages Disadvantages: Fewer Advancement Opportunities: Slower career progression and fewer specialized assignments. Increased Workload: Officers juggle multiple roles, from patrol to admin. Less Backup in Emergencies: Fewer officers mean less immediate support. Limited Specialized Units: Broader duties, fewer specialized teams like SWAT or K9. Advantages: Tight-Knit Community: Stronger bonds with residents and more community impact. Broader Experience: Officers gain diverse skills from varied duties. Close Relationships: A familial atmosphere with colleagues. More Immediate Impact: Individual contributions stand out.
