He approaches every interaction with genuine empathy to foster trust with the public, food service professionals, and his colleagues. With over 4,800 retail food vendors in Fresno County—many of which are family-run businesses—Tom and his team are committed to supporting their success while prioritizing community safety by reducing foodborne illnesses. Tom’s ability to connect on a personal level inspires even the most hesitant food facility operators to share their stories. Healthy Fresno County Outside of the work hours, Tom leverages his fluency in Spanish to educate roadside vendors about permits and collaborates with local partners, such as the Fresno Area Hispanic Foundation, to promote the new Compact Mobile Food Operation permit requirements. Tom also partners with The Hmong Inc. to provide food vendor trainings for the Hmong New Year celebration, ensuring vendors are well-prepared to make the large annual event both successful and safe. Tom also serves on Environmental Health’s Emergency Response Team, working alongside first responder agencies such as County Roads, the Fire Department, and the California Department of Toxic Substances Control to provide on-scene analysis, assessment, and decision making during environmental emergencies, often in the middle of the night. Tom’s compassion, expertise, and tireless dedication to public health make him an invaluable asset to Fresno County.   • Congratulations to Julie Apperson for her 23 years of commitment in the Department of Behavioral Health and Jaime Loredo for his 24 years of service with the Sheriff's Department. The board proclaimed January 2025 National Human Trafficking Prevention Month in Fresno County. The board also recognized the 2024 Fresno County Cohort for receiving their executive credentials from the California State Association of Counties William “Bill” Chiat Institute for Excellence in County Government which is a professional continuing education experience designed to expand the capacity and capability of county officials to provide extraordinary services to their communities. Lastly, The Board also asked the County Administrative Officer to return to a future meeting with the next steps on where to house the Board of Supervisors’ meeting chamber and the staff from the County Administrative Office, Board Clerk, Assessor, and Auditor-Controller/Treasure-Tax Collector. Past considerations included remodeling the historic Hall of Records or considering building a new facility at a different location.
