The city guard typically provides all the armor for those that join it, but some exceptions are made for non-standard body types. Riven got the first set for free - and it only cost a tenth of the city guard's yearly budget. The guard has since denied all of Riven's requisition requests for new armor. She would buy it herself - the first set was made by the lowest bidder anyways, and thus is horribly uncomfortable - but she receives the same pay as every other guard, despite her living expenses being far higher due to her being... well, a dragon. The city guard are known for many things - the pay is NOT one of those.
