"Before the arrows and gunpowder became synonyms with Rodentian warfare, magic was the predominant force use to defend the rodent people, since the tribal eras rat folk relied on the power of their witches to protect their lands, as the eras passed this didnt changed, magic users still prestigious defenders of Rodentia, but they got more refined as the time passed, in modern days all magic is regulated by the College of Arcanists, every child born with the bless of the magic is trained trough the strict doctrines of the College and are expected to fight to defend its homeland.
The College of Arcanists has very strict rules about how magic should be used, despite receiving all the same basic training magic users are divided in particular classes according to their power, first we have the Telekinestics the weakest magic users, they training focus on using telekinesis to accelerate heavy objects at dangerous speeds, they are essentially faster firing cannons, they stay on the top of the walls violently lauching rocks and canon balls at invading forces.
Second we have golemmancers, more experience and powerful arcanists specialized in controlling and supporting the massive metal constructs from the college's forges, steel golems are deadly shock troops reserved only to the most dire of situations due their expensive and time consuming manufacturing costs.
Last but not least we have the Apocalypse Bringers, extremely powerful arcanists with power to wipe entire armies, the college only have a handful of such individuals and they are only deployed in extreme circunstances, Apocalypse Bringers are usualy expected to only cast one extremely devasting spell in the battlefield and them become incapacitaded for hours, for this reason they are acompanied by a team of trained knights and medics to protect and care for them after they unleash their deadly powers.
For centuries the college was rock solid in its doctrine...however now with the swamp folk invasion, debates about the use of necromancy and fleshcraft began to spark among the arcanists, the college is divived, should this ancient dark power be embraced or be shunned?"

always hard to say. Some magic can be addictive or corrupting but to shun or ban something just invites contrarians to practice in secret which prevents it from being monitored safely. Maybe publicly shun it but take in those interested and train them in secret with the idea that proving it's usefulness and minimizing its risks would be a way to show it shouldn't be shunned?
