This is Driscoll, the founder of the Consign Guild. They're essentially Cradle's delivery system and have an esteemed, trustworthy reputation. Typically, the empire disallows working with exiles or the Spiral Order, but the guild has a very 'no bias' policy they're allowed to work with. So trusted that they get top secret documents and the like to take to places, and assault/theft of a Consign is often met with surprising force and investigation.

Driscoll may or may not be missing.
