The zebra stepped away from the holographic display to give the Emperor the opportunity to see the entire image. “Renewing Terra would involve this amount of time,” Chen Hlompho pointed at one figure, “and cost this much. At least one hundred thirty-five years, plus-minus twenty years, and roughly three percent of the Empire’s entire gross domestic product. Per year.”
The thirteen-year-old Emperor nodded, transferring the data to the pad resting in his lap. The Indochinese leopard sat back and blew out a breath. “Wow. I see why no one really bothered.”
“Yes, Sir,” Chen said. “Terra is in a very bad state.”
“A lot of time, and very expensive.” Vladmir ibn Felix Nhu al-Sakai said in a musing tone. His gaze wandered from the figures on his padd, to the holograph, and then out the window at the estate’s formal gardens. The banyan tree planted by his ancestor when he had landed on Maratha could be seen in the distance, like a small green mountain. “Pruning,” he murmured.
Chen’s ears swiveled and he eyed the two guards at the door before asking, “Sir?”
Vladmir’s tail swished and he glanced at Chen. “Is there anything we can cut back? To be able to afford it?”
The zebra blinked. “Um . . . I don’t know,” he admitted, but then he smiled. “But I can find out.”
Vladmir matched the stallion’s smile. “Good.”

I am a bookkeeper by trade. Gross domestic product is basically an imaginary number that finance guys invented to feel important. :P
Bookkeeping is just a method that will produce an unambiguous "profit", so that the state can collect the correct amount of tax from the company.
Yes, I was a bit radicalized in the business school. Now I have communist thoughts that I did not have before. :)

They should renew Terra because they can, not because they can afford it. History will not remember the bean-counters who made sure that everybody involved was paid.

Bean-counting and politics have contributed to the sorry state the planet's biosphere is in, and the matter's been kicked down the road for so long that the cost will be quite high. Hmm, what to cut . . .
