There's actually a very early script from 1993 (apparently penned by Chris Van Allsburg, author and illustrator of the original 1981 picture book) where Peter becomes a full, non-anthropomorphic monkey. And he didn't even cheat! Effects planning suggests that they first intended to use real trained monkeys for him and the other game monkeys.
