Were Clan Eshin's fees too high that Wark asked for a skaven engineer- A SKAVEN ENGINEER- a rat more likely to blow up the shipment, and the entire port, then steal it?

Usually, it's on the word(s) that need emphasis.
They also don't just repeat the same word, sometime they use a synonym or something close ("Get-Steal")

Really digging Tweeks casual clothing. Looks stitchy but well worn n comfy and also enjoy seeing Skaven in none super clan based things. And always nice seeing rattos having chats.

Ah right if I remember from the cover art hes got the more standard Warlock Engineer armor and helmet too. For when things need serious work.
