Barry was the fastest man alive during the New 52, until Wally came back. Even when it was retconed that Barry is a Speed Force source, he's still a bit slower than Wally. Josh Williamson said that's because Wally trusts the Speed Force, therefore he doesn't stop to understand its strengths and weaknesses, he simply bathes on it. Barry overanalyzes it, so he's more careful on his approach.

Eh... as far as we know, the race could've taken place in half a second. The other prisoners might've been like "say, did you hear that? it sounded like two cartoon animals breaking through a wall" and Flash could've rebuild the wall by the time they were in the middle of a blink.
