Huge, galaxy-spanning civilizations, while often believing themselves equal to godhood with their advanced technology and weapons, are surprisingly ill-equipped when the eyes of deities fall upon them. No matter how hard they might try to halt, deterr or otherwise stop such beings from what they plan, there is really little they can do; if they're lucky, they MIGHT get noticed, if not their worlds will just be used for a bit of fun or added with of delight.
So as two goddesses notice a massive dyson ring around bright, shining star, they pay little attention or mind to the advancements of the civilization, nor the power and finesse of their technology. No, what they see, is merely a large bed to lounge upon and bask in the sun's warm rays while the little floating treats nearby provide numerous ways for fun or tasty treats. And while it seems that the civilization's inhabitants has gained the notice of the two deities, it seems much less likely that they will care to do much else than give a glance and a smirk~

I would like to correct you: They don't consider themselves equal to godhood. They build this to honore godly being ! After all, only a object this size can satisfy them. And they are building their home on it so when they come and use it, they can sacrifice themselves to these higher being !
