Just so you know, your rule #1 there is not enforceable in any way. If someone owns a particular character, it's theirs entirely, and they can do with it whatever they want including resell it, and you can't do anything about it.

Someone could lie to you and SAY they won't resell it, and then as soon as they've bought it turn right around and resell it anyway, and you wouldn't have any legal say in the matter.

Also, why would you even care at all what they do after they pay you anyway? You got your money; after that it shouldn't matter to you what happens to the character. It's not like this character even has a NAME yet.

You are absolutely right. I have no way to constantly monitor the buyer. And setting the rule is essentially useless. But on the other hand it does not prejudice anyone. And I hope the sincerity of the people. Maybe nothing.
