Tax legislation update

Dear people.
I've been taking art commission since 2010 as a side job while I was working and I was studying. Lots of you know how much time and effort I put in my work, since drawing is one of my favourite activities and a great passion.
Unfortunately, due to a new legislation in Italy (the Country I live in) and in the whole EU, it will be much harder for me to take commission, even if they're occasional.

I left my old job recently, because I will graduate next month and I'm planning to find a new job as employee from march. For my country, having a job as an employee means that you can't have any kind of extra compensation outside that job. I should be forced to open a VAT account and I couldn't afford it, due to the occasional nature of my commissions and the high taxation in my country (22%, the highest in Europe). The financial advisors say that I should quit my drawing activity, because opening a VAT account would take my earnings to negative.
Given this situation, I absolutely don't know how to deal with this chaos. I'm looking for a legal solution to face this new set-up. Since that, I will be forced to reduce the amount of commissions and find other ways to get payments.
I will contact all the people that recently asked me for a commission to discuss about this in the next days.
I'm really sorry for the inconvenience, I hope this won't be the end of my drawing activity.
