Allow configuration of "bind" parameter for API and Dashboard #182

Probably a duplicate of #163, but it's closed.

I'd like to be able to use the "bind" parameter in both the sensu-api and sensu-dashboard services so I can bind them to localhost instead of all interfaces. If you want a pull request, let me know.

A PR would be wonderful - I haven't had much time lately to focus on this.

I believe this was taken care of with #198 - please let me know if this doesn't resolve your issue!
