Can't set up content reporting on a repository/organization level

Hi,
originally I raised this topic as a question here: https://github.com/orgs/community/discussions/145113 but it didn't get any attention, so I'm trying to get an answer via the feedback form. Essentially my inquiry is about not having the options to select to which body content should be reported to as documented e.g. here: https://docs.github.com/en/communities/maintaining-your-safety-on-github/reporting-abuse-or-spam#reporting-a-comment. I don't see any dropdown fields anywhere in my testing organization or any organization I'm part of (Github Free). The documentation isn't clear on why

one doesn't actually see those options. My main motivation here is to leverage the GitHub platform, more specifically this feature, to enable private reporting of Code of Conduct violations to the organization admins since small projects only hosted on GitHub most likely won't have a set of public mailing lists set up (specifically one to handle this use case).

I'm going to use the private vulnerability reporting feature as an example here on why my expectation would be to use content reporting/abuse similarly to how one goes about reporting advisories.
